Безусловно можно и нужно
делаете один сервер который каким либо образом выкачивает все к себе
затем делаете на этом сервер ftp-server с анонимным доступом (если не прав пусть меня поправят), и остальные сервера настраиваешь apt.conf на этот сервер.
я так делал себе distr-upgrade на моем ftp локально лежал почти сизив некий снепшот, а потом дотягивал через инет все что изменилось с даты создания сепшота.
