Да.
Я пользовал аплет Gnome "Лампочки модема".
Есть куча других, в т.ч. навороченных вплоть до
отображения RX/TX на лампочки клавиатуры :)

Проше всего - ткнуть в пимпочку "перезванивать при
обрыве" в Linuxconf
