Варианта 2 (или даже больше)
1) в cron - ifup ppp0 (wvdial или любая звенелка) (ну и
соотв отсоединение либо через убиение wvdial либо
ifdown ppp0)
2) Настройка системы на dial-on-deman (соотв. настр.
ppp0 или diald) и более не заморачиваться дозвоном, а в
cron - непоср. задачу, которой нужно соединение....
