Усыпление IDE-шных hdd - одна из функций hdparm
Усыпление станка целиком - команда apm
Усыпление только телевизора... Не знаю, ибо не
интересовался.
Вообще-то X Screen Saver "гасит" его по времени...
Консоль - параметр сборки ядра.
