Можно. rpm --rebuild XXX-src.rpm. И, если все в порядке, то
результат будет в /usr/src/RPM/RPMS/<your arch>
Если хотите подробнее -- читайте Maximum RPM (http://www.rpm.org)
и документацию к пакету.
Не собирайте только rpm от root, это может привести к
неприятностям!
