Вставьте в cyrillic.bind строку типа:
\bind "Cyrillic_io" "self-insert"

Боюсь соврать, но может быть pppd.
По крайней мере тут пролетала пуля что он поддерживает дозвон on demaind

Например, для режима 1024х768 укажите vga=318
