У суперпользователя язык настраивается отдельно. Нужно написать
файл /root/.i18n по образу и подобию /etc/sysconfig/i18n. Не
советую работать под суперпользователем. Лучше применяйте su и
sudo.

Наверное, его нужно сделать исполняемым (chmod a+x *.bin) и

Наиболее продвинутый - это Mutt, но он консольный, но удобный,
но... Еще есть Sylpheed, говорят вполне прилично работает. Можно
также использовать KMail из KDE. Совсем похожего на TheBat нет.
