hash-файлы должны размещаться в репозитарии. Если репозитарий размещен на
диски, то и hash-файлы (база данных APT) должны четко описывать содержимое
дисков. Иначе придется сканировать их при каждом использовании и строить
это дерево. Не случайно даже RPM в системе хранит свою базу данных, а не
строит ее динамически. Здесь тоже самое.
