Модуль для FM Radio GemTek ISA в ядре ес-но есть. А в качестве клиентов
для управления радио есть xawtv-radio с симпатичным интерфейсом и
консольная приблуда qdt (пакет libradio), работающая как qdt 103.7 (к
примеру).

Карты поддерживаются не программой, а драйвером из ядра. Управление же
идет через инферфейс /dev/radio.
