Это "неуловимый" баг: проявляется _только один раз_ крайне нерегулярно
сразу после обновления пакета sysklogd. После перезагрузки системы не
воспроизводится, увы.
Попробуйте (до перезагрузки системы) поэкспериментировать с опцией "-c"
демона klogd. Расскажите о результатах.
Vyt:
1. "-c 7" при service syslog restart
Starting system logger: pigof: can't get program name from /proc/4648/stat
при последующих рестарт - все ок.
2. "-c 6"
packet log'ов нет и на 12-й консоли
3. Убрал -c совсем - все ок, логи только на 12-й, как и обещано в syslog.conf

Спасибо, все встало на свои места:
при перезапуске нужно указать:
-с $LOGLEVEL
LOGLEVEL берется из файла /etc/sysconfig/init
Либо после перезапуска сказать "dmesg -n $LOGLEVEL".
При загрузке системы это значение выставляется еще до запуска klogd в
/etc/rc.d/rc.sysinit
Вообще, кривовато это; посмотрю, что тут можно "выпрямить".
