А что у Вас за прокси? Если HTTP-прокси (например, Squid), именно так и
должно быть - он в ответ на запрос каталога отдает HTML-страницу. Только
Squid обычно живет на порту 3128, а не 80.
Кстати, --passive-ftp для случая HTTP-прокси можно не указывать - он все
равно ничего не делает, поскольку протоколом FTP в данном случае
занимается только прокси.
