слегка дополню - для сборки бинарного пакета, конечный пользователь должен
поместить скачанные им исходники в RPM/SOURCES и сказать rpm -bb <file>.spec
как к этому пользователю попадут нераспространяемые в nosrc.rpm исходники
- уже другой вопрос.
