~/.kde/share/config/quantarc - раздать права или поменять пользователя. (у меня было кажется 700 при владельце root)
А ошибка выскакивала при попытке записать туда список открытых файлов, что делается при умолчании по выходу из Quanta, либо при закрытии файла - тут он видимо пишет Recent Files туда же.
