Это бывает во всех ОС при забивке канала на 100% (клинический случай - скажем, качаете что-то
в несколько потоков с ftp своего провайдера) остальные приложения просто пухнут и дохнут по
тайм-ауту.
Решение (не факт, что приведёт успеху) попробовать уменьшить размер MTU, скажем до 576.
(/etc/ppp/options)
