Насчет "кодировочного бардака" не скажу, в роде нормально, вот с php мне его не удаётся подружить.
В логах чисто, в конфигах всё прописано, а в браузере "Связь с сервером 127.0.0.1 прервана". К чему бы это ???
Обычно если php не правильно стало , хоть по людски ругается...
