Первое -порезать банеры.
Второе - сайты нехорошего содержания.
со всем этим неплохо справляется squirm
ищется http://www.senet.com.au/squirm/index.html
настраивается просто как веник.
Всех юзверей в транспарент прокси
man squid
потом ставится анализатор логов - я пользую Webalizer.
через пару дней находится победитель в трафике и путем просмотра сквидовских логов выясняется куда ходил.
Начальство принимает решение что ему туда не надо и соответсвующий ресурс режется.
Следующим этапом режется (по времени) закачка mp3 и аналогичных монстров...
Я перенес на после 18.00 так вообще перестали качать. Это в сквиде.
Трафик обычно падает раза в 3....
