Здравствуйте!
Не совсем понял, как ограничить число сеансов ftp. Правка
/etc/security/limits.conf ни к чему не привела...
в качестве ftp выступает ftp-BSD из апендикса.

То есть, если inetd? Выбросьте и поставьте xinetd. В поставку входит скрипт
конвертирования конфига из формата inetd.conf в xinetd.conf
