Потому что, "NAT" всего на конкретный локальный адрес не является в
чистом виде трансляцией адресов, как она понимается в NAT
(один-к-одному), а приводит к сжатию адресного пространства, что
является одной из функций маскарада. Так в документации на утилиту ip и
написано.
