У Вас есть основания не доверять /sbin/mkinitrd --ifneeded?
Технология выбора такова: есть список модулей, которые должны быть
проинициализированы до монтирования root filesystem (если, конечно, они
используются). Этот список состоит из двух частей: статического списка,
содержащегося непосредственно в коде mkinitrd, и списка, получаемого путем
анализа fstab, modules.conf и /lib/modules. Если в конечном итоге список
модулей для initial ramdisk не пуст, то ramdisk создается.
