DOS ДОСу рознь :-) Под ДОСом работают несколько вариантов ТеХа, я одно
время был вел досовскую часть teTeX'а в DJGPP, так он вполне ничего
справлялся со всем этим м17ем :-)

Элементарно, вообще-то, поскольку в TeXе понятие входной кодировки
и кодировки шрифта разделены, а шрифтов соответствующих хватает.
