Тут пролетала идея о том, чтоб добавкой в стандарт свалить
персональные файлы и каталоги настроек в единый подкаталог.
Последовало возражение, что возникнут опасные несовместимости.
Мне кажется, этого можно было бы избежать так:
1) заложить MUST работу с настройками в каталоге $HOMEETCDIR;
2) заложить SHOULD обеспечение совместимости работой с $HOMEDIR, если
$HOMEETCDIR не определена в текущем окружении;
3) лет через пять :) сменить статус (2) с SHOULD на MAY.
