Как в Spring 2001, если я использую GRAB, сделать так, чтобы при
загрузке по умолчанию грузился Windows?

В /boot/grub/menu.lst в начало дописать (или исправить) строку:
default <номер пункта меню Windows>
Пункты нумеруются с 0, так что в стандартном случае windows имеет номер 2
(0 - linux-up, 1 - failsafe). Изменения подхватываются сразу при
перезагрузке, а не как в LILO (где нужно запускать lilo после каждого
изменения).
Если этого мало - info grub.
