Я не знаком, к сожалению, с деловой терминологией, а словаря под рукой нет.
Но обычно "die Entwicklung" переводится как "развитие". Т.е. в данном
случае
возможны варианты перевода или "разработка" или "предприятие". Ну, а
остальное
действительно и так понятно.

Немецко-русский словарь Липшица (1988) ---
Entwicklung --- развитие.
