Не всегда, особенно в старых домах. Мокрое соленое проржавевшее старое
сварное соединение - объект, интересный с точки зрения электроники (у
него есть и сопротивление, и разность потенциалов, и емкость, и даже
индуктивность), но не всегда - с точки зрения практического включения
в цепь заземления.
Особенно, если в доме такие эксперименты проводятся еще кем-то.
