Спасибо за присланый ru.xkb. Переключает!!!! Я два дня пытался подобное
сваять - не переключал!
Только глюки какие то при использовании цифровой клавиатуры( с русского
не погу уйти- приходится сесию закрывать). Запустить cygwin-xserver не
удалось. Поправил надпись сервер в ярлычке и конфиге(для того чтоб
сервер шрифтов находил) - щёлкаю на иконку . а в ответ молчок. Где ещё
можно покрутить???

А почему бы не взять XFree для этой цели? Вот архив, там всё
работает "из коробки":

Ну или в крайнем случае возьмите приложенный xkb
