Я так понимаю, у Вас не прописано разрешение на доступ к базе с
хостов, помимо localhost. Все эти данные (пользователи, пароли,
хосты) находятся в базе mysql.
Довольно понятное, сжатое описание этих вещей можно найти на
linux.ru.net в разделе "Библиотека-Базы Данных".
