1. Административными методами (по кумполу нарушителям).
2. Окучиванием пользователей на предмет сообщения администратору о
появлении в виндах окошек с сообщением о конфликте IP-адресов.
3. Статической привязкой IP-MAC на роутере (правда не знаю, как сделать).
