Современные сетевые карты поддерживают режимы передачи данных:
half-duplex, full-duplex. Если Транслирующая сторона (карта/хаб)
работает в режиме full-duplex, а принимающая нет, то возможен такой
эффект.

Траффик идет по разным и-фейсам. Интернет по eth0{0,1}, а локальный
через eth1. И Ваш вывод ifconfig как раз свидетельствует о наличии
ошибок при приёме. Так что смотрите на конфигурацию eth1. Вполне
вероятно, что у Вас конфликт карты с каким-либо другим оборудованием.
