да.

это зависит от настроек сквида. по умолчанию он кэширует объекты до
нескольких мегабайт (что-то около 2-3 мегабайт). но можно настроить так
чтобы кэшировал и гигабайтные файлы.

и это тоже.
просто если клиент не докачает файл, то кэшироваться он не будет.
