Ну, вообще-то именно я пользуюсь yelp. (кстати, тоже дурит в нормальной
кодировке)
Но с задачей "как объяснить хорошему программисту, что для того, чтоб
найти справку по сокетам, не путаясь в TCL-ном, QT-шном и перловом
мусоре, нужно именно в libc смотреть" я не справился.
Посмотреть те же Sockets в libc info - реферата по функциям нет. На
древнем ваксе - и то всё было.
Я спрашиваю только одно - есть ли нормальный, комплексный справочник по
языкам, libc и системным вызовам, такой, в котором программист не тратил
бы время на _выискивание_ информации?

Не лучший инструмент. Не вижу в нём никакой пользы.
