Вполне возможно. Скорость работы по dialup сильно зависит от параметров
пакетов, например, от MTU. Под win существует масса программ,
"ускоряющих" работу сети - на самом деле они просто настраивают эти
параметры лучше, чем стандартные значения win, в идеале - анализируя
качество соединения. В Linux они сразу выставлены в более "правильные",
хотя и неидеально.
Но прирост скорости за счет этого будет небольшой, если, конечно,
соединение не совсем отвратное. Иногда иллюзия быстрой сети создается за
счет браузера - отличаются кеширование и некоторые тонкости отработки
HTML. Например, браузер может отображать страницу только после того, как
она будет загружена целиком (обычно без рисунков)или сразу по мере
загрузки. В псоледнем случае кажется, что сеть работает быстрее.
