такое поведение сквида не зависит от файловой системы.
это такой глюк в сквиде (в мс тоже нечто подобное присутствует)
а решается просто - настраиваете logrotate на более частую ротацию
лог-файлов сквида. у меня стоит ежедневная ротация
это где-то в районе /etc/logrotate
