все работает но пользователь может сменить пароль только для себя и то если
ему разрешено период на который действует разрешение смены пароля задается
при создании пользователя и хранится в passwd
и работает только тогда если пользователь не пишет имени то есть просто
passwd
new UNIX passwd:
а писать passwd USER_Name может только рут
