Спасибо за совет, помогло !
сейчас у меня сделано так:
1. На основном сервере крутиться скрипт, который синхронизирует
каталог кэша apt и общедоступный каталог ftp сервера.
2. Есть еще скрипт который проверяет наличие обновлений но основном
сервере и если таковые есть устанавливает их.

Хотелось бы еще настроить apt-get для работы через ssh/scp, как это сделать
?
P.S. есть идея доделать скрипты и сделать что-то вроде upgrade server-а
