Полуфабрикатов информации (сравнения и т.п) нет нигде
ни рожна. Всё придётся делать самому...

По русски по-моему нет...

На Tucows рекомендовали Unreal IRCD сервак, сам я его собрал без пролем,
а вот настроить его как-то не очень могу.

Есть рейтинг на сайтах www.tucows.ru или что-то подобном
