Имхо, проблема в параметре leased time dhcp - сервера.
Он должен быть меньше, чем период смены параметров.
Также у клиента должна быть команда для обновления данных, а просто рестарт
тут не поможет - клиент вообще ничего не делает, пока leased time не истек...
у виндов есть прога winipcfg, где есть кнопа "обновить", а у линуха, имхо,
что то типа sigusr1 надо dhcp послать...
