В настройках
Настойки/Настройка Kdevelop/Path впишите
для qt 2.x - /usr/lib/qt2
для KDE 2.x - /usr
а в уже созданом проекте в Собрать/Configure/Аргументы укажите
--with-qt-dir=/usr/lib/qt2 --prefix=/usr
