Да. Checkinstall, кажется, использует chroot. А rpm под root'ом не
собирает.

Когда rpm скажет что под root'ом не собирает, надо зайти в /var/tmp
(как-то так) и взять оттуда скелет rpm-ки вместе со спеком.
