Дополнение:
Доктор Дэвид Ньюман из Королевского Университета Белфаста работает над
системой голосования нового поколения, которая бы удовлетворяла бы
требованиям Европейского сообщества. Проблема с существующими электронными
системами голосования в том, что они предоставляют, как правило, выбор
одного элемента из списка (мажоритарная система) и не поддерживают
существующих в Европе реальных систем голосования. Вот его небольшой
комментарий на эту тему, с ссылками (речь идет о системах, базирующихся на
PHP, но проблема общая):

The fundamental problem with all the PHP-based polling tools is that
they only support majority voting (pick one from a list) and none of
the European transferable voting or count the points ranking systems.
So you can never find what second or third choice everyone would
settle for if they don't get their first choice.
I've done the design work for better systems, based on Peter Emerson's
preferendum (see the paper at http://www.qub.ac.uk/mgt/papers/prefer/),
but haven't implemented them. At present I direct people to the
SZTAKI voting system, at http://www.sztaki.hu/services/voting/. But
that is written in Java.
