Об xxkb ничего не знаю, по-моему он уродский. Поставьте для пробы gswitchit.
У него такого не бывает и роднее он для Гнома.

Ругается, что каплет не найден.
Похоже, что надо переустановить. (если есть неработающий пунктик в
control-center). Выглядит такое странно, словно по ошибке снесли файл.
