Такие решения реализованы в различного рода системах типа "гостинниц",
когда покупаешь доступ в интернет, потом подключаешься к открытому WiFI
и авторизуешься по имени пользователя/паролю.
Раньше так-же был доступ организован у платных WiFI сетей в МСК, сейчас
не знаю.
