Пришлось взять proftpd, умеющий ldap без pam, заработало с таким конфигом:

ServerType standalone
DefaultServer on
User nobody
Group nobody
LoadModule mod_ldap.c
AuthOrder mod_ldap.c
LDAPServer localhost
LDAPDNInfo "cn=root,dc=home" system
LDAPDoAuth on "ou=local,dc=home"
"(&(telephoneNumber=%v)(objectClass=person))"
LDAPAttr uid telephoneNumber
LDAPDefaultUID 99
LDAPDefaultGID 99
LDAPGenerateHomedir on
LDAPGenerateHomedirPrefix /var/spool/fax/
RequireValidShell off
CreateHome on
