А параметр 8250.nr_uarts=16 (как пример, или сколько Вам требуется
портов) не забыли добавить в опции загрузки ядра (cat /proc/cmdline)? По
умолчанию включены 4 порта, и все они заняты стандартными com-портами
(даже если их физически нет).
