Попробуйте
virtual_destination_concurrency_limit = 1
virtual_destination_recipient_limit = 1
и
local_destination_concurrency_limit = 1
local_destination_recipient_limit = 1
если local тоже занимается dovecot
У меня была похожая проблема.
Предлагаемый в логах dovecot_destination_recipient_limit = 1
у меня не заработал - postfix не знает про такую опцию.
