Зачем?
Ovzctl их сам гасит, при остановки контейнера.
Если бриджу в опциях IFUP_PARENTS=no сказать, то он будет
1. спокойно подниматься при отсутствии включённых в него интерфейсах;
2. будет спокойно оставаться при гашении входящих в него интерфейсах...
