Обнаружилась в итоге куча запущенных от cron ipset:

Почему-то запуск ipset перестал завершаться. LA, видимо, от них рос:
рост прекратился, как только я запуск из крона убрал.
Причина всё равно непонятна, то ли железка, то ли что. С одной стороны,
если бы железка, должно бы было что-то ещё зацепить по идее, с другой
железка из ребута не вернулась, сейчас на материнке конденсаторы вздувшиеся
перепаивают.
