О господи. Евгений, не морочьте человека.
Достаточно создать mkdir -p /var/lib/dhcp/
Файл dhcpd.leases безусловно необходим.
Почему у нас этот каталог присутствует в конфигурации, но сам не создаётся --
загадка.
