На самом деле для etcnet нужен rp-pppoe-base. Что ещё прописано
в sources.list кроме установочного CD? Этого пакета нет на CD,
но он должен быть, например, на
http://ftp.altlinux.org/pub/distributions/ALTLinux/4.0/Server/current/
