Вроде как оин становится в режим answer (ATS0=xx, где xx -- к-во гудков до
поднятия трубки), а другой звонит.

В зависимости от значения регистра S0. Если равен нулю -- трубку не снимает.

Можно и в строку инициализации, но надежней при наборе.
При наборе номера:
ATDPxxxxxxx -- набрать в импульсном режиме номер xxxxxxx
ATDТxxxxxxx -- набрать в тоновом режиме номер xxxxxxx
