Да.

Просто перехватывает вызов sendmail с командной строки, добавляет
свои строчки и скармливает настоящему sendmail.
Но это именно для тех, кто через вызов sendmail пытается послать.
На PHP-шные функции оно не влияет. Для PHP - то, что по ссылке.
